- Mission and Installation Contracting Command MICC Fort McCoy required delivery of about 98,800 tons of aggregates. The requirement was for the delivery of Quarry Materials to Fort McCoy, WI. This contract was a firm fixed price, multiple years, indefinite delivery indefinite quantity (IDIQ) contract. The Ordering periods were from 07 July 2017 through 06 July 2022, and a six-month option to extend.

- The client had clearly made it clear in the contract that time is an important essence and would terminate the contract in the case of delay.
- Due to high demands for trucks in the summer season, lack of available trucks was a challenge and affected the cost and speed of the project.
- Fort McCoy is offering an Installation Access Control Solution called the RAPID Gate Program. This program is available, with installation approval, to new and existing vendors, contractors, subcontractors and service providers who require routine access to Fort McCoy and desire streamlined entry into the Installation.
- Legal Compliance: The Contractor shall comply with all Federal, State, and Local Laws, codes and regulations applicable to his performance under this contract, and shall be solely responsible for all costs associated with said compliance.

The Army Contracting Command – Rock Island had a requirement for Five-year Indefinite Delivery Indefinite Quantity contract for Oklahoma Department of Transportation (ODOT) approved aggregate stone products. Orders were to be placed against funded delivery orders on an as-needed basis. The end user was the McAlester Army Ammunition Plant, OK. Aggregate was only accepted from approved source.
- Contract was based on as needed which means once an order is issued, the material is needed for construction and other tasks depend on them. So time was very important and limited in every order.
- Summer is the busiest time of the year for all trucking companies so forming a fleet to catch the time frame was a challenge.
- As the material was going to be used for construction, McAlester was very firm and serious with regard to the specification and quality. In some cases, the specification was unique and custom made.
- McAlester had a special schedule to receive the material. They closed at 330 pm and they did not receive material on Fridays. This gave us a shorter time to catch the deadline.
- McAlester is a secured facility and drivers must be vetted and approved before any delivery take place.
Green Dream International was awarded the contract and has satisfactorily performed 29 orders. GDI had one source of material plus a trucking team ready at the beginning of the contract but was never pleased with one solution so it pursued other alternative solutions to have sufficient leverage for any unexpected element.
- GDI subcontracted several other trucking companies who were ready to jump in the project any time needed.
- GDI established a good and close relation with the most qualified producer of aggregate in the region, Dolese inc. This provided an assurance for the quality of the material and consistency in production.

- Red lines
Every project has a few red lines to GDI which keep it on track. One red line in this project was time and daily deliveries scheduled. GDI was respected this red line.
- Quality Products
In all 29 orders preformed which summed up to about 50000 Tons of aggregate , GDI kept its promise to deliver high quality material in full compliance with the requirement.
- Management
GDI team stayed on alert for every task order. They planned for it and prepared a schedule in agreement with the subcontractors and producers. They closely watched and monitored the execution of the plan.

he intent of this contract was to furnish, deliver, and stockpile washed
aggregate rock (chip rock), during the asphalt resurfacing phase. Department of
Agriculture Forest Service required delivery of about 49000 tons of aggregates.
The project location was Forest Service Roads in Stanislaus National Forest and
Eldorado National Forest, in Yosemite Park, CA. The material was certified
aggregate in conformance with Caltrans.
- Client had clearly clarified in the contract that time is an important
essence and would terminate the contract in the case of delay. Reason
was that Forest Service was repairing the roads at the same time and
needed the material on time otherwise the equipment would be sitting
idle at job site. - Due to high demands for trucks in the summer season, lack of available
trucks was a challenge and affected the cost and speed of the project. - Forest Service had a very special requirement about the specification
because they were using the aggregates to pave the roads. For
example color was an important factor due to the fact that roads must
have a steady and fixed color. - As the name poses, forest roads are always accompanied with
difficulties like passing through narrow or bumpy and very steep roads,
lots of trees and sharp turns which make it difficult for big trucks to
pass.

This project involved the work necessary to supply and deliver 21,290 tons of riprap to several lock and dam sites along the Mississippi River in Wisconsin and Iowa.
- Within 7 days after contract award, we had to designate and submit for approval only one source or one combination of sources from which we proposed to furnish the materials for each site or for multiple sites.
- Submittals had to be submitted in ample time to secure approval prior to the time the items covered are to be delivered to the site. ENG Form 4025 was used for the transmittal of submittals.
- Riprap material had to be durable quarried stone of suitable quality to ensure permanence in the Upper Mississippi River environment.
- The gradation test had to be done every 5,000 tons of production.
- All stone had to have a specific gravity of not less than 2.55 and not more than 2.75. Neither the breadth nor thickness of any individual stone shall be less than one-third its length

The Contracting Division, Pine Bluff Arsenal had a requirement for services to furnish and deliver various roadway maintenance materials to the Pine Bluff Arsenal, Pine Bluff, AR 71602.
Contract contained 2 ordering periods (years). Material to be delivered will include, but not limited to, the following:
Crushed Aggregate Class 7, Aggregate Base Class 5, Stone Backfill (B-Stone),
Selected Material (SM2), Selected Material (BAB), Rip Rap, Concrete Class S, and Ice Melt (50 lbs. Bags).
- The main challenge was to keep the prices fixed for the period of the contract (two years). All delivery orders were issued unilaterally by the Government with firm delivery dates on an FOB Destination basis. Any resulting delivery order used the unit price proposed for the applicable ordering period and quantity range.
- A written schedule of tasks or activities presented in the format of a progress chart designed to satisfy a defined requirement with a specified time frame and at a predetermined frequency.
- All Contractor employees shall obtain the required employee and vehicle passes. The Contractor shall, prior to the start of the contract, submit to the KO an estimate of the number of personnel expected to be used at any one time on the contract.
Green Dream team scheduled two full staff meetings to discuss the project and find the best angle of approach. Three options were discussed in depth. Some of these measures included:
